It does ! If you click the $19.99 one it comes with two nail glues instead of one top coat and one nail glue :)

This sounds like you need different press ons. Are your nails flat? Are the press ons curved? Nails usually pop off if they're not the right fit. Also prepping- file to rough up nails and use 90% rubbing alcohol & wipe down nails. Apply glue to the fake nails first then press and hold it on while under the light. I did 90 seconds for each nail and continued to press before letting go and letting it cure further.
